Capable contractors are spending too much time battling with tenders, accreditation applications, compliance and contract requirements instead of getting on with the work they’re actually good at.
And because this isn't what you do every day, it takes longer than it should and too often ends up back on your desk.
These things are important.
They need to be done properly.
But they don't need to be done by you.
That's why I built TERVELL — to give capable contractors the specialist support they need, so they can compete for more of the work they're capable of delivering.

Donna Keough
Founder, TERVELL
Donna has spent more than 20 years working across procurement, contracts and commercial management, with much of her career connected to construction, facilities management and major projects.
Her experience spans both the buyer and contractor sides of the table — developing procurement strategies and tender documentation, chairing evaluation panels, managing contracts and commercial negotiations, and working within major project and facilities environments.
At Spotless, Donna led a procurement and subcontract administration team supporting a major government total facilities maintenance contract, developing the onboarding, governance, performance and audit processes for more than 850 suppliers.
She later moved into consulting with Downer and DLC Legal, working across Defence, mining and other regulated environments. That experience gave her first-hand exposure to what procurement, tender and contract requirements look like from the contractor's side — not just how they're designed and assessed by the buyer.
In 2025, Donna established her own consultancy, now operating as TERVELL.
That experience now sits on the other side of the table.
Through TERVELL, Donna and her team support construction, civil, trade and specialist contractors with the tenders, accreditation, compliance and contract requirements that come with competing for and delivering government and commercial work.
TERVELL has supported contractors across accreditation, government panels, tenders, compliance and contracts for work with government, Defence, utilities, mining and the private sector.
